Can you weld magnets? Short answer no.
How to reduce iron loss in generator?
Cores are generally laminated to reduce losses from eddy current, sometimes each layer is coated with enamel paint. A laminated core is made up of a stack of core shaped pieces. Permeability is also part of iron loss, that is the energy it takes to stop the magnetic flux from flowing before reversing it. Permeability will differ greatly with your material, silicon steel is most widely used in motor/genator application because it has low permeability. A quick test would be to take your core and rub it with a magnet and then see if you can pick up a paper clip (which would be bad).
How to self start a VAHT?
Some vertical axis wind turbines (VAHT) are already self starting, such as, a Savonius. A Darrieus is not self-starting, typically they require a starting motor, but you can mount a small Savonius on top to get it started.
